Prime Minister Datuk Seri Najib Tun Abdul Razak tonight launched the Barisan Nasional (BN) Manifesto for Selangor carrying the theme "Peace, Stability and Prosperity".

The manifesto, which promises a glorious future for Selangor, outlines seven thrusts and 56 pledges for the people of the state.

Following is the Selangor BN Manifesto:

1. A Brighter Future, built on a strong foundation developed by Barisan Nasional.
As a caring and concerned government, the BN knows the importance of seeing to the immediate needs of the rakyat. First and foremost is to ease the financial burden of every Selangor citizen while improving their quality of life by:

. Providing additional Cost of Living Assistance of RM250 to eligible single mothers, the elderly, the disabled and the poor.
. Expanding Health Services through a wider network of Klinik Rakyat 1Malaysia across the state, opening one-stop centres for haemodialysis, chronic diseases, and women's health and fertility.
. Upgrading TASKA KEMAS to PERMATA.
. Establishing centres in the main towns of Shah Alam, Klang, Petaling Jaya, Subang Jaya, Kota Damansara, Puchong, Ampang, Gombak, Selayang, Bangi, Kajang and Rawang to provide for day-care for children aged three months to three years, care of school children waiting to be picked up after school, palliative care for the elderly.
. Reviewing and lowering the rates for quit rent, land assessment and business tax raised by the Pakatan government that has burdened the rakyat.
. Abolishing quit rent for households in low-cost housing schemes and PPR houses owners registered with e-Kasih.
. Establishing a public transportation network linking housing areas with LRT, MRT and KTM Komuter.
. Expanding Kedai Menu Rakyat 1Malaysia stores to more towns and suburban areas.
. Providing Yayasan Selangor monthly schooling aid of RM80 for primary and RM150 for secondary school students from hardcore poor families.
. Giving free school uniforms and school bags for the poor.
. Providing free transportation coupons for students from poor families.

2. A More Caring and Inclusive Community, built on a strong foundation developed by Barisan Nasional
The neighbourhoods we live in must not only provide a safe environment, it must also create opportunities for people to work together and share a caring lifestyle. A caring and concerned Barisan Nasional government seeks to make Selangor the national epitome for safe and healthy living. Building on the concept of "a community of people", the BN government will work hand-in-hand with organisations to build everlasting bonds of racial and social harmony.

. RM5,000 annually for residents' associations in traditional villages, new villages and others for community-building activities.
. Special administrative fund to registered Joint Management Bodies (JMBs) up to RM5,000 annually.
. Establishment of Town Council Committees with an annual allocation of RM5,000 annually.
. RM1,000 annual allocation as operational funding to registered social clubs and public service associations.
. RM5,000 annual allocation to the plantation residents' committees.
. RM5,000 annual allocation to Rukun Tetangga organisations to boost their activities in making communities safe.
. RM5,000 annual allocation for management and development purposes to registered mosques and other places of worship.
. Build and upgrade crematorium facilities at all nine districts in Selangor.
. Free WIFI and broadband services in selected areas.
. Provide theme parks and local recreation centres for the convenience of the people, especially families with children to play and socialise in a healthy environment in every district and facilitate the promise made in the Selangor BN Manifesto.

3. A Safer and Better Quality of Life, built on a strong foundation developed by Barisan Nasional.
Selangor in the year 2020 must reflect the quality that every citizen of the state expects in the delivery of services. A caring and concerned BN government, in embracing a People First mindset, will ensure local authorities are well equipped with industry best practices to provide excellence in governance. The rakyat can expect improved access to local government, a safer environment through innovative measures undertaken by the new state government that will fully empower local authorities. Introduce effective disaster management practices and install safety measures that put people first on the agenda of local government through:

. UPGRADING AND INCREASING THE NUMBER OF LOCAL COUNCILS - Increasing the number of local councils from 12 to 14 to include three new municipal councils for Bangi, North Klang and Kota Raja (South Klang) regions form improved services for the community.
. SELANGOR SAFE CITY
a. A Safe City model introduced in all 14 local councils and expanding gradually to cover the entire state by 2020.
b. Integrated security infrastructure for better crime prevention, security and disaster management.
c. Installation of CCTV surveillance in high-risk areas.
d. Rapid Response Team to address reports of crime, accidents and disasters.
. Pusat Khidmat Rakyat (PAKAR) public service centres will be established in all 14 local councils to provide assistance to the people and facilitate the promise made in the Selangor BN Manifesto.

4. More Affordable Housing, built on a strong foundation developed by Barisan Nasional.
Housing is always a serious issue for the poor. A caring and concerned BN government will intensify its efforts to create more projects to accommodate the housing demand from low and middle income earners. A BN government will ensure that the wish of every family to own its own home will be achieved.

. Reinstating the Selangor State Development Corporation (PKNS) to its key role in providing affordable homes for the rakyat.
. Introducing affordable housing schemes for the low to middle income groups.
. 25,000 units of Rumah Mesra Rakyat and PPRT for fringe/rural rakyat valued at RM50,000.
. 15,000 units with a minimum area of 850 sq ft and priced as RM80,000 for those earning less than RM3,000.
. 25,000 housing units of 1,000 sq ft with a maximum price of RM300,000 for those earning between RM3,000 and RM5,000.
. Skim Perumahan Patriot Sayangi Selangor for former military and police personnel and state agency personnel.
. Housing quarters for serving state public servants.
. Housing lots and structured housing plans for rural communities and farm workers.
. Lifts, shares utilities (strata) and repainting of PKNS flats and low-cost PPR housing will be classified as public amenities under the jurisdiction of the local government and local authorities. All Related maintenance will be borne by the state government.
. Free water for the first 20 cubic metres and free replacement of bulk water meters with individual meters.
. Assistance under the 1MDB scheme to assist the poor to repair their houses.
. Facilitate payments for second and third generation Felda housing schemes.
. Provide Rumah Transit Rakyat Sayangi Selangor - halfway homes in Gombak, Ampang, Petaling Jaya, Shah Alam and Klang for students and newly-weds from the rural areas who migrate to urban centres to work or study.
. Establish new structured settlements in Sabak Bernam, Sungai Besar, Tanjung Karang, Kuala Selangor, Selayang, Klang, Kuala Langat, Hulu Langat, Hulu Selangor and Sepang.

5. A More Innovative, Competitive Selangor, built on a strong foundation developed by Barisan Nasional.
Education underpins a better quality of life for all. A caring and concerned BN government has developed programmes that will oversee the education needs of the rakyat from cradle to classroom. Every child must be given the opportunity to excel because the contribution of every child is needed to sustain the state's economic health and progress.

. Reinstate the key role of Yayasan Selangor, Kolej Universiti Islam Antarabangsa Selangor and UNISEL as institutions of excellence vital for the progress of Selangor.
. Allocation of a one-off payment of RM500 to all newborns to be deposited into the National Education Savings scheme.
. Scholarships and convertible loans of up to RM80,000 for those pursuing tertiary education.
. RM200 Sayangi Selangor book vouchers for students sitting for UPSR, PMR, SPM and STPM.
. RM1,000 for all Selangor-born students offered places for diploma courses and RM1,500 for degree courses in all IPTA.
. Free online tuition through Interactive Sayangi Selangor Rakyat Tuition (i-TRISS) for students sitting for UPSR, PMR and SPM.
. Expand Kedai Buku 1Malaysia statewide.
. Create a Special Education Fund worth RM10 million for children of estate workers and Orang Asli.
. Continue to establish UiTM Selangor at Serendah, Hulu Selangor
. Establish MRSM Yayasan Selangor for Selangor students who excel to progress to secondary levels.
. Strengthen public basic education institutions:
a. Upgrade JAIS Primary Schools in terms of infrastructure and education curriculum.
b. Review the Religious Primary School (SRA), the Rakyat Religious Schools (SAR) and the Kelas Asas Fardhu Ain (KAFA) annual school fees to encourage the character formation of the younger Selangor generation.
c. Raise the minimum salaries or allowances of SAR, SRA and KAFA teachers to RM1,500.
d. Upgrade selected SRJK (C) and SRJK (T) at identified areas to High Performance School status for Selangor rakyat.

6. A More Progressive Selangor, built on a strong foundation developed by Barisan Nasional.
The economic progress of Selangor is tied to new methods of doing things and new ideas that will accelerate wealth-generating opportunities. A caring and concerned BN government will revitalise the industrial infrastructure of Selangor to boost foreign direct investment and SMI development that will generate employment and enable Selangor to become the first state in Malaysia to achieve high-income economic status:

. Creating a new economic zone - the Selangor Global Logistics Hub - between Port Klang, Kota Raja and KLIA in Sepang to attract foreign investments. This will create new employment opportunities for 560,000 Selangor citizens.
. Establish Urban Transformation Centres (UTCs) at all the 14 local councils to generate the local economy and SMEs in support of the Selangor Global Logistics Hub.
. Set up Business Selangor, a one-stop service centre to promote east of doing business.
. Selangor Microcredit Scheme will provide funding of up to RM250 million as start-up capital for new businesses.

7. A Greener, Cleaner Selangor, built on a strong foundation developed by Barisan Nasional.
Going Green is a global initiative that must be embraced by all individuals and industries. A caring and concerned BN government will introduce ways and means for business to participate in this global initiative through new financial instruments that ease the adoption of energy-efficient methods. The government will also introduce innovative ways for people to invest in the use of clean energy that is important to safeguard the future of the planet.

. Modernising the state's waste management to maximise recycling and renewable energy generation.
. Provision of soft loans amounting to a maximum of RM40,000 to participants in the Feed in Tariff programme using solar energy.
. Introduction of a management incentive programme for individuals, businesses and industries to encourage participation in the alternative renewable energy and efficient environmental protection scheme.
