KUALA LUMPUR:No matter what the system of government is, be it democracy or monarchy, it will still fail if the elected leaders do not practice good values for the people and the country, said former Prime Minister Tun Dr Mahathir Mohamad.

Citing the United States (US) as an example, Dr Mahathir said, the country is one of those that have practiced a good democratic system before.

However, he added, when under the administration of the wrong leader, eventually the system will still fail and will interfere with the national development agenda.

"It is not the (government) system that is the problem, instead those who operate the system. If the party does not have good quality, then the best system will also fail.

"Although we practice the (monarchy) system, absolute monarchy… but if the king is a very considerate person, cares about the well-being of the people, spends state money for development and national needs, then the absolute monarchy system can work well ," he said.

He added that a democracy that is said to be the best system ever created by human beings can also be damaged if the elected leaders of the people abuse the power given.

He said this in his keynote address entitled  "A Vision on System of Government" in conjunction with the virtual opening of KL Summit 2021 today.

The second dialogue organised by the Yayasan Kepimpinan Perdana, was also attended by former Turkish Deputy Prime Minister, Dr Emrullah Ishler; KL Summit Secretary General, Dr Abd El-Razzak Makri; former Egyptian Minister of Planning and International Cooperation, Dr Amr Darrag; and former Tunisian Foreign Minister Dr Rafik Abdessalam.

In the meantime, Dr Mahathir said, he was of the view that the world of Islamic countries should return to the original teachings of the value of life as mentioned in the Quran.

"It is also clear, that we are said to be Muslims, but we do not follow the true teachings of Islam, instead only according to our feelings. We do things based on the teachings of parties or groups that encourage us to do things that are against Islam.

"So, if we want to have good leaders, even in the world of Islamic countries, we need to go back to the teachings of the Qur'an, do what the Qur'an states, and not what some people want.

"If this happens, then we will have a group of quality leaders, and can provide better governance for any country, regardless of the system used," he added.
