Fahmi Fadzil said Dewan Rakyat Speaker Tan Sri Johari Abdul also said that it was not stated in the Standing Orders of the meeting.

This came after the MPs engaged in a war of words and used points of Standing Order over a matter raised by Datuk Seri Takiyuddin Hassan.

The suggestion was to allow room for debate on a motion of impeachment or a motion of confidence by MPs without lengthy process.

Umno president Ahmad Zahid Hamidi wants the government to table a motion of confidence to be debated in the Dewan Rakyat.

Speaking during the Budget 2020 debate, Zahid (BN-Bagan Datuk) said such motions must be put to the test and should not be hindered by standing orders.

"Let the government themselves make this a prioritised government motion, that is to bring a motion of confidence to this House," he said.

He said this after making remarks about the need for sincerity in political cooperation.

Dr Rais Yatim wants the house to record the absence of the MITI minister and deputy minister at today's question and answer session as it is not in accordance with the Standing Order of the Senate.

The controversial Malacca state assembly sitting today saw some contemptible behaviour from its members with one hurling the standing order book while another two exchanging insults.

In the first incident, Idris stood up when the assembly was about to start, stopping Omar short from initiating prayer recitation to mark the commencement of the sitting.

Holding a handbook in one hand, Idris told Omar that the latter no longer fit to be on the speaker's seat.

Azhar explained the motion would not be debated today as it needed 24 hours to be scrutinised under Standing Order 18 (2).

The Dewan Rakyat today maintained its decision to disallow a motion to debate the leaked Pandora Papers claimed to contain also the confidential financial files of several prominent figures.

The Parliament has adequate facilities to implement a hybrid Dewan Rakyat sitting at anytime if necessary.

The Dewan Rakyat can reconvene once it fulfilled the requirements detailed in the Standing Orders and upon advice from the Ministry of Health (MOH) and the National Security Council (MKN).

The second reading of five bills initially scheduled for today in the Dewan Rakyat has been postponed to the next sitting.
