Human capital development, particularly involving the young generation, would be the main emphasis in phase two of Melaka's Development 2025 Plan, said Chief Minister Datuk Idris Haron.
He said infrastructure development, without good human capital, would not hold any meaning to Melaka's developed state status.
"Human capital formation should start at a young age and we can't expect change in a short term.
"It can produce a progressive population enriched with noble values," he told reporters after an oath-taking ceremony involving 28 state assemblymen, including seven opposition members, before Melaka State Legislative Assembly Speaker Datuk Othman Muhamad at Seri Negeri here today.
Melaka was declared a developed state on Oct 20, 2010 after fulfilling the five critical aspects encompassing economy, social, infrastructure, environment and administration, defined by the Organisation for Economic Co-operation and Development.
Meanwhile, Idris said the state government would present its key performance indicator achievements in the 100 days of its administration on Sept 17.
