Govt initiates administrative review of anti-dumping duties on cold rolled coil imports

KUALA LUMPUR: The government will initiate an administrative review (sunset review) investigation on imports of cold rolled coils of alloy and non-alloy steel (subject merchandise) allegedly originating or exported from China, Korea and Vietnam.
The Ministry of International Trade and Industry (MITI) said it had received a petition from Mycron Steel CRC Sdn Bhd, requesting for an application of administrative review (sunset review) on the anti-dumping duties imposed on the subject merchandise (of a thickness between 0.20mm and 2.60mm and width between 700mm and 1300mm) from the alleged countries.
"The petitioner alleged that imports of the subject merchandise originating or exported from the alleged countries have increased and being dumped in Malaysia at a price much lower than their domestic selling price.
"The petitioner further claimed that effect of such dumping, the domestic industry in Malaysia producing the like product has suffered material injury," MITI said in a statement today.
The ministry said in accordance with the Countervailing and Anti-Dumping Duties Act, 1993 and the Countervailing and Anti-Dumping Duties Regulations 1994, a final determination on the investigation will be made within 180 days from the date of initiation.
"If the final determination is affirmative, the government will impose an anti-dumping duty at the rate that is necessary to prevent further injury to the domestic industry," it said.
In connection with this investigation, MITI will distribute questionnaires to interested parties, including local producers, importers, foreign producers/exporters, and trade associations.
Other interested parties may request for the questionnaires no later than April 27, 2021, as well as provide their views in writing, questionnaires responses and additional supporting evidence to MITI by May 11, 2021.
"In the event no response is received within the specified period, the government will make its final determination based on the best facts available," said MITI.
