The 2013 Auditor-General's Report Series 2 found that the Land Public Transport Commission (SPAD) did not complete the safety compliance auditing of land public transport and commercial vehicles in 2011 and 2012.
The report, released today, said SPAD only focused on inspecting the safety compliance of express buses and not all types of land public transport.
In 2011, SPAD audited 43 companies compared to the targeted 44 companies while 169 companies were audited in 2012, exceeding the target of 156.
The report urged SPAD to get cooperation from the Road Transport Department (RTD) and the Royal Malaysian Police (PDRM), in line with the National Blue Ocean Strategy (NBOS) so that enforcement can be carried out thoroughly.
From 2011 to October 2013, SPAD made 179 arrest cases but 57.5 percent or 103 cases were disposed in over 60 days.
Of the total, 58 cases were late between 61 to 240 days, 30 cases late between 241 to 420 days, while 15 cases were late 421 to 600 days.
The audit-general urged SPAD to determine the period to dispose cases at Enforcement Division level in the Work Procedure Manual.
An effective monitoring mechanism should also be established including discussion on the disposition of cases in the management meeting to ensure that cases are disposed within the stipulated time.
